The standard is “reasonably clean”

Under Victorian residential tenancy law, a renter’s obligation at the end of a tenancy is to leave the property reasonably clean and in the condition recorded at the start, allowing for fair wear and tear. Faded curtains or a worn benchtop are wear and tear. Baked-on oven grease and soap-scummed shower glass are not — and that’s the gap a professional clean closes.

Professional cleaning can’t always be demanded

For rental agreements signed from 29 March 2021, a rental provider can only require professional cleaning where it’s genuinely needed to return the property to its condition at the start of the tenancy — for example, if it was professionally cleaned before you moved in. It isn’t an automatic condition of every lease in Victoria.
